I wonder if the slots in the tailpipe are for noise reduction or increased air flow.
I think it would be pretty hard to maintain constant speed, but maybe there are some mechanisms inside for balancing the jet propulsion with the mechanical engine. The limiting factor on speed would probably be the intake of air. It might need a scoop on the front.
