ednos, I dont know if you live in an apartment or a dorm, but either way, heres the solution to it: file a complaint with whomever is in charge. If its a dorm, let the dorm advisor (not the RA, the actual dude who has an office in the dorm) know that theres parties going on and it's causing a distrubance, not to mention it smells and it's a health hazard. If you live in an apartment, call the leasing office, landlord or manager. Make sure you document it with photos or even a video if you can. Either way, this guy should be hearing from someone about it. If he wants to hassle you about it, let him, then call whoever you called before and let them know he accosted you for "telling" on him and you find that to be unacceptable.

Dont feel bad though guys. I live on the second story of a 3 story apartment building. My upstairs and downstairs neighbors are college kids. They throw parties until ungodly hours, which I can deal with because I was a college kid once and I'll let a little fun slide. However, I occasionally get people banging on my door at 4-5 am wondering where the party is at. I get tons of cigarette ash rained down on my porch because they ash on the porch outside and theyre too lazy/cheap to put down a piece of indoor/outdoor carpet to cover up the slits inbetween the deck boards. In addition, I have to pay for a covered parking spot for my motorcycle and their friends frequently park in it, to which i respond with a towtruck call.

Now none of that is very bad, however, my neighbor across the hall is about half senile and she's convinced that it's me that is throwing the parties and such. I've explained to her that i'm a doctoral student who works 50 hours a week and doesnt have time to party, but she wont listen. I get the cops called about once a week to my place at 5 am and I have to direct them either up or downstairs to break up the ruckus, followed the next day by a call from the leasing office about complaints being filed against me for noise disturbances and such. I'm getting to the point where i'm just going to start doing things like having a barbecue on my deck at 3 am and roasting the feet of the people above me, or pressure washing my deck to get the people below me.

I tried contacting the people in charge, but here at UMass they don't care about people partying, although they're happy to suspend you for having a wireless router in your room. After a semester of failures, I'm going to have to find whoever's the next step higher in the hierarchy... but it's all deeply embedded in bureaucracy, so I'm not sure what to do in the meantime.

ednos, call the cops. repeatedly. when the cops show up, give them a statement every time, stating that you've contacted the people in charge and they refuse to do anything to rectify the situation. eventually, the cops will get tired of coming and they'll put pressure on the right people (universities dont like being at odds with local law enforcement, makes things more difficult for them).

in the mean time, go to the campus housing office and file a formal grievance and ask to speak with someone right then and there. explain that you've complained before and no action has been taken. again, explain to them that not only is it unsightly and obnoxious, but it's also a health hazard and if they refuse to take action to prevent it from happening again, you'd be happy to contact the state board of health and let them know the school is being negligent in containing preventable health risks.

State board of health...ouch. That usually gets you to a residence administrator who promises to rectify the situation and follow up as long as you promise not to tell the state.

Just found out that the bad neighbor was talking to another neighbor and he said "What is wrong with all these neighbors?" You know, he said "all these" neighbors....not just "A" neighbor. A reasonably intelligent person would realize that if it's "all" the neighbors, he might be the problem.

I had a crazy old guy yell at me my entire life becuase we hit tiny whiffle balls into his yard, or tapped his window with a tennis ball.

And theres a single Black famimy (No offence but thats what they are) Whos son broke my skateboard, threatened me with a gold club, and there house is an eye sore to look at. Their black and white diagnol stripped fence has been broken for 10 years, so you can see the amounts of crap spewing from their backyard. And yet they buy a giant trampoline.

I cant even amount to your story, jeez.

I got my revenge today! People downstairs were throwing a party last night, obscenely obnoxious. I happened to get a puppy yesterday and due to his vaccinations, he got the hershey squirts. I let him out on the deck at 5am under the pretense of me smoking a cigarette and him keeping me company (knowing full well what was about to happen) and he proceeded to unleash the full fury of his bowels STRAIGHT THROUGH A CRACK IN THE DECK! About 5 people down below got pasted with puppy poop and lots of screaming ensued. I yelled down "sorry" and went inside. This morning before I went to work, one of the guys downstairs came up and actually apologized to me for the party and said he found it hilarious that the dog crapped on everyone, since he was trying to keep everyone inside and quiet cause he knew it was a weekday and I had work and class today.
Either way, revenge is a dish best served warm in this case.

Yesterday during the storm we had here in MA, Mr. Machismo somehow thought driving his wife's 2WD Envoy into the backyard would be a good thing to do. He almost got it stuck on a rock wall, then did end up getting it stuck in the backyard. He did such massive burnouts that he got all the way down to the grass and blew that all over his driveway. I guess he thought that 4K RPM's would get him out This morning he and his cronies hooked up a chain to it and pulled it out. Too bad my wife didn't get any pictures
