Neither. Jealousy maybe? The closest thing you'd see an American cop doing is using a spike strip to flatten the tires of the vehicle they want to stop. Yeah, I was expecting to see a spike strip and then I thought clothesline, yeah clothesline! Here in the States that cop and the department, hell the whole damn city and even the car manufacturer would be sued for millions by that moron and his family.
