I think this gets to the heart of the relationship between the individual and the state: does the individual derive rights from the state or does the state derive rights from the (collective) individuals?

I believe the latter, ultimately, but as a practical matter it's a constant struggle to find balance, and, like business cycles, things tend to swing a little too far in one direction, then a little too far in the other direction.

As is usually the case, the many problems with your friend's idea rest with the details of its practical application. What are the standards for qualifying as a parent? How do you ensure that they are fair, free of any bias, and not used by a powerful majority to oppress a minority? And so on and so on. We have a hard enough time wrangling with these questions in far less visceral issues. I can't see it working in a society to which I would want to belong.
