It's just a big go kart/dune buggy that was professionally made. Looks like fun though.

That is one sweet ride...I'm not a big Leno fan..but he's got some balls taking that thing out on the highway like that!!! That car must be difficult to see when your driving on the highway.

Reminds me of when I'd take my 66' MGB out on the highway..had to be careful at times///people aren't used to cars that small.
