Most polls I've seen indicate that Congress' approval ratings are excessively low because in the eyes of the people who elected the democratic majority last year, nothing has been gained - namely, reversal of Bush's and the DoJ's wiretapping and torture initiatives and a drawdown in Iraq.
Maybe even the democrat legislators, while happy to throw Bush et al under the bus for their personal gain, are not suicidal and understand the unpleasant necessity of these initiatives and military presence in Iraq. As you say, they have the power. Why aren't they using it?

As far as causing the low ratings, I guess this is half of the argument. The other half is all the posturing and hyperbole and the strong impression that Reid and Pelosi and the rest of the majority leadership are utterly incompetent.

I was watching my Sunday morning political show and I briefly heard some mention the following.

While very few approve of congress as a whole, many of them approve of their representative. They also mentioned this is traditionally the case. They also said that people of in a party still like their party.

So basically people are like your typical parent. "Kids today are just horrible. I am glad it isn't MY kid doing drugs, sex etc."

...while being completely oblivious to the very good chances that their kids ARE doing those things behind their backs.
