I think it's common to label a game as sandbox if objectives are not necessarily the primary focus of the game. I've spent hours playing GTA1 just running people over and evading cops. In fact, I've never finished much of GTA1's story.

hhhmmm, first 2 hrs has been frustrating on this game
I had to update everything
I took all the advice in this thread and now get 25 FPS
my xbox ran the game smoother and my PC graphics card cost more on its own than my xbox
this game need a patch sooonnn !!!!
game does play now though and i am reminded what an awesome game it truely is, when you get it running !!
EDIT
been playing a bit more and 20-25 fps is just not an acceptable experience
I have read around various forums and lots of users are having trouble with FPS
apparently there is a patch due soon

Yeah I guess. It's just that sometimes they're very incomplete in their information and sometimes don't list sources where they get their info from (so it's very hard to confirm).
And I can understand the sandbox type play. I've done it a few times in GTA IV if I get particularly stumped by a hard storyline mission.

Try these settings:
* Resolution: 1280 x 1024 (75 hz) (or whatever resolution you normally play at)
* Game Detail: Medium
* Texture Detail: Medium
* Draw Distance: 10
* Detail Draw Distance: 10
* Vehicle Density: 12
* Shadow Depth: 0

That's strange Acreo. This is my benchmark. Make sure you get the latest NVidia driver for GTA IV, it added 7 - 10 fps for me.

Yeah i've been reading the steam forums and there are many people with problems and low fps there. I've been building a new rig to accomodate GTA IV better because i really want to play this, but that looks too weak now. It has E8400, 4GB ram, Vista 64bit, a 4870 OC'ed and a 620watt PSU. No way i'm getting a quad or going 4870x2 only for this game. So i'm gonna wait for the patch before doing any buying.

A known fact guys that vista runs this game like crap. XP is much running 100% better atm. Yes they need to patch this. According to Rockstar they have a patch waiting to be approved at microsoft now. All GFWL games and patches must be approved at MS before released.
I have a dual boot xp and vista system and xp is way better. It really does not matter what you do on vista, i've tried it all and it will not run well for me.

Pentium 3 Xeon? That CPU was first introduced in 1999... what clock speed is it on? I guess thats your bottleneck here (even if the benchmark shows "only" 85% CPU usage). Also how much RAM do you have? I've seen this game eat up ALL of my 2GB RAM on Windows XP.

hm, not easy to tell where the problem could be. If you own the DVD version (not Steam or digital download): did you apply the first patch? http://www.gamershell.com/download_37156.shtml
