Bad news I'm afraid. 

"Intel® graphics products do not have hardware support for T&L. In most games, transform and lighting calculations can be performed on the processor with acceptable performance. A small number of games that specifically check for hardware T&L support may fail to run."

SWAT4 requires hardware T&L (officially confirmed by devs). You will not be able to play SWAT4 on your system.

I was going to suggest that you download the demo just to see how it ran for you and get a "feel" for the game...but you just went right out and grabbed it.

I hope you figure it out soon...

Yeah i really hope you get this figured out cause i feel really bad about telling you to use Direct2Drive for that. Any news Hhour

Success! Deleting the INI file didn't help, but when I deleted it I opened it just to take a look around. I stumbled across a setting that looked like it might be related to the mouse lag problem. I turned it off and loaded up and it worked fine!

It took me forever to complete the first mission without any team deaths. I can see I'll need to be playing rear-guard for a while till I get the hang of this thing.

see i think i need to put an end to that rule here in swat, i think fried has TKd more then me in this game. I know for a fact i have died more, but not TKd more

Well, it's not like I can really talk -- I had a rash of TKs a week or two ago (including killing Fish, who was EL at the time).

Yeah becuase im ussually the one with the biggest gun and quickest trigger!...Glad to see you got it working H, we have a ton of fun in that game.
