Your local profile might be corrupted. Not enough to cause any issues in day-to-day things, but possibly enough for something like Steam.

Login again and copy over your files. You'll lose any custom desktop settings but everything else should recreate automatically. You can just copy over your shortcuts and documents.

For the record, there IS a clientregistry.blob file. You may not have seen it because you were never able to login to steam successfully.
