C:\Program Files\Steam\SteamApps\<Your e-mail>\team fortress 2\tf\screenshots

This provides you installed Steam to the default location.

on a side note, to take screenshots in jpg instead of tga, bind f5 to "jpeg"

Do they offer a PNG option, or do I have to convert it myself?

i don't know, but try binding a key to "png" and see if i does anything. worst that will happen is it will give you an error.

Also as a side note if you're moving them out of there. TF2 writes and rewrites the names of your pictures so you'll get duplicates and ones deleted. Be wary.
