Haha possibly, long story with that.
Long story short I was on an LAN game with a friend (COD2) and I kept sniping him and jumping off buildings to weapon slam him. He thought it was hilarious and asked if I could do the same thing in Battlefield (2142). I said kind of, it wasn't as effective, so he watched that for a while and made that sig for me.
I watched another friend playing as a scout in TF2 and figured that looked fun, but then again, it all does. And Steam is now at an amazing 67% complete. At this rate I can play next week

Did you set your connection rate properly? Or are you on a thin pipe? Steam can be slow, but that seems excessive. Also, if you know someone with the game who's local, I think they can put the GCF files on a DVD or two for you.

The connection speed is correct. It's not blazing, but I've downloaded a game over Steam before in like half the time with no issues.
I have no real problem with the 40-50 KB/s speeds, its not quick, but that's life. My main problem is that the download randomly stops after a minute or so, and I have to
a) pause and resume download
b) if that fails, click the launch game button, resulting in
c) a minute of so of working, then 'trouble connecting to Steam servers,' making me do
d) click the retry connection button and repeat c or
e) that failing, restart Steam and start over
Not too bad, except I can't step away from the computer for more than 5 minutes. No good for school or sleeping, it does maybe 2-5% during both those 8 hour time periods.
I'm not behind a router (unplugged it and connected directly before I started), have tried the client registry fix and the command prompt speed touch fix (no luck). So for now I'll just click 'Retry connection' continuously, read some TG:TF2 AAR's and Rules, google under more clever searches based around 'Steam download problems' and hope a solution comes up.
The DVD thing is a good idea, the friend I mentioned in an earlier post could do it for me, I'll ask if TF2 doesn't look near finished by Tuesday (next time I'll see him). Which file can be copied safely across accounts, I haven't done much/any of that type of stuff. Can he simply copy all his TF2 files onto the DVD, or can certain ones not be?

The related GCF files should be all you need. If TF2 is your only source game, then you just need a copy of all those files. (The files will be large on your drive even though they are empty, because a GCF file is actually a virtual drive partition sort-of-thing, and thus Steam makes a gigabyte-sized file full of zeroes, and fills it with the virtual files.) You don't need his TF2 folder or anything like that. If you have other Steam games it'd be tricker to know which GCF's you need, but obviously the ones that have Team Fortress in their name would be a start.

and HL Deathmatch: Source
If I need it, the files are in my

Yes. The good news is that the common files are already in your posession, so just the TF2 GCFs may be enough.

I got this game a week or two ago but just started getting on the server recently.
I shifted over form css
Its very different its not as straight forward as css
