The only idea that I could think of is some sort of inverse health-to-damage correlation. For example, when the heavy's at half health, he does X amount more damage than at full. Overhealing would reduce damage (probably twice as much as when you're hurt, ie.- 1 health overhealed reduces the same amount that 2 health less than 350 would buff for balance). At 350, the damage would have to be better than Sasha to really give an incentive to not just stay at minimum health. It actually seems like a decent idea when I think about it.

Ah yes, punish heavies who use medics effectively. So when a Medic/Heavy go up against a lone heavy, they will lose easier.
That whole article was trash. It sounds like they've hardly played the game. The heavy is not a lone wolf class! EVER! He's meant to take bullets and like it, dammit.

No, the idea is that he will do better WITHOUT the medic, but he won't be some unstoppable killing force with one. And the Medic/Heavy combo will still be able to beat a lone heavy...It's 2v1, Valve won't overlook that. And they're trying to make him become less medic-dependent. A heavy without a medic, as it stands, is close to worthless. He's slow, huge, and a big threat to the other team, so he'll die right away. I really don't see how you're angry about it whatsoever.

Heavy isn't going to become a loner ironman. But the fact is, whenever someone sees a non-medic heavy, it's a feeding frenzy to see who gets to take the fatal bite. I'm a frikkin' spy, and when I see a lonely heavy I start pushing lead into him to see how long it takes to count to 300. Because with the right cover, I can get there before he hits 125.

Heavy and medic go kind of side by side. Really the game should encourage a team to get a medic, not discourage it.

They did encourage a team to get a medic. By giving him regeneration in combat that would make Wolverine saddened, and a saw that makes him run off to poke scouts and spies and any other enemy combatants that get within 50 feet.

I think its more interesting to come up with ideas on what the 3 achievement items will be than to try and guess what core gameplay changes Valve will make.
I have a few ideas.
Unlock 1 (the sidearm): The Dozer - Shotgun becomes single shot with a reload speed similar to the pyro's and fires a greater quantity of shrapnel for more damage in close quarters.
Unlock 2 (the main weapon): From Russia with Love - Main gun loses 50% of its ammo capacity, but bullets deviate 25% less than from the conventional chaingun. You've still got 100 bullets to perforate your enemies with, but now you don't suffer from the 'wild fire' you get at long range.
Unlock 3 (the melee weapon): The Big Guns - Heavy gets brass knuckles that makes all melee hits crits, but decreases swing speed by 20%.
Alternative Unlock 3: The Knockout - Heavy gets boxing gloves that decrease melee damage by 50% but have a knockback similar to the pyro's air burst.My sanity is not in question...

Remember Tarenth, they're trying to make the heavy less medic dependent with his minigun unlock. And as for not encouraging medics, I don't think that's the case. With a medic, the heavy will still want to use his regular weapon. When he doesn't have one (or the medic is healing the entire team like he really should be), he'll be wanting to use the unlock.

Actually, if the past two releases are any indication they're going to make core gameplay changes on the back side and with the defaults (pyro air shield as a counter to demo and soldier superiority) and then any unlocks will be gravy on top of everything. If you make it so you HAVE to have the unlocks to play as intended then they would've failed.
The problem with heavies without a medic is that they are slow, have short range, and are so damn big they couldn't dodge with their speed if they wanted to. They excell at getting up close and personal where their chaingun can mow down people, but to survive there you generally need a medic attached to your hip. In short, a heavy is like a bigger pyro, except with longer range and a spin up time.
There are a variety of ways you can change the medic dependency of the heavy and that could be by decreasing gun the spread slightly so they can be 'in play' from a longer range or to increase their short range deadliness so when they do get into the fray they can down their enemies faster than they go down themselves. Neither of which, BTW, are viable since they would be cumulative with medic+heavy combinations.
Three things won't change:
1) He'll have a chain gun that fires as a primary and spins up as a secondary (pyros were lucky as nothing was mapped to the alt fire which is now compressed air shield)
2) He'll have a shotgun.
3) He'll have fists as his melee
Heh, maybe they'll add a secondary to the default fists where you grab the enemy and use them as a shield. That'd definately be interesting.
The problem with the low health-higher damage idea is that with a medic you can stay at low health longer while under fire than you could solo. It'd be a cumulative affect since taking small arms and then getting healed will keep you pretty much at a static level of health and lock in the increased damage.My sanity is not in question...

Actually, we don't know that he'll still have a chaingun, a shotgun, or fists. Pyros got the flare gun to replace the shotty, remember? I doubt Valve will just make him keep his shotgun as a replacement. And as for getting a medic and staying at that magic number, do you realize how good both people would have to be at doing that? You'd have to have ridiculous coordination, along with great tactical thinking by the heavy and a really good medic. If you both are so good at that, why do you both do that rather than picking two offensive classes and dominating anyways? And I'm sure like 2 rockets would still be able to kill you no problem, even if you are healing.

Wasn't talking about the unlockable which is why I ignored that point.

The unlockables will be gravy on top of whatever changes they make to the base game play elements in order to address the solo heavy viability issue. Since everyone seems to be so focused on what they would do to address that issue first before coming up with fun ideas for unlockables I just thoughts I'd point out that those 3 points would not change because it would deviate too much from what we have right now.
Example: To give pyros better demo/soldier counters they gave an air burst shield to the unmapped alt fire of the primary flamethrower. The pyro still had a flamethrower, axe, and shotgun though and aside from that addition they all functioned the same.
The backburner, flaregun, and axtinguiser are all gravy to the gameplay changes which includes the strength of the pyro's flame. The flaregun being about as revolutionary as the medic ubersaw BTW.My sanity is not in question...

Been racking my brain about how you would add to the heavy.
The only thing I came up with is a stationary implementation of the chain gun. Takes a bit to set up and you can spin/pivot but can't move or quickly change weapons when you use it, but fires with less spread and needs no spin up.
