    Build uber + rush at once works on any player count. If anything, it's more powerful on small teams. 2 BLU can wreck 3 RED easily just by going foo-medic and not letting a demo, sniper, or spy draw the uber early.

    The point is, BLU can also win 2v3 with other ways, not just medic+guy. RED has a few different ways to defend against BLU effectively, which, in higher player counts, diminishes into 1-2 effective defenses.

    if red has the counter über ready it's quid pro quo with all amounts of people. The problem is the red is defending so well that they are getting into the forward bases and taking out medics before they can build and when they so get one red can counter it easily with theirs. That's called loosing because the defending team has better players nothing to do with player count or loadout. By the way, in a three vs three you are right that loadout can play very strongly with who wins which ends up giving the attacking team the advantage because it takes time for the defense to react to a change in the enemy loadout. By the time they realize that the three sentry loadout that they had that was dominating the three scout loadout the one medic two demos turns the corner and wins the game. Tf2 is not designed for such low player count.
