Q is confused.
If the mobs were undead then people soloing in the region would have difficulty because they are spam summoned and without fear it would be harder for some caster classes to not be swamped. Therefore, they made the mobs beasts and fearable, but purposefully left the life timer shorter than the taming spell instead of bothering with making them untamable.
When they realized the length hunters were going to in order to tame the beasts (using a caster meta and grouping with shamans and priests in a coordinated effort) the developers left the mobs tamable by level 70's only instead of fixing the loophole.
Hunters can't tame undead. If we could I'd tame an undead shadow priest or warlock and be overpowered. :P

Hmm... I wonder if I could shackle an undead pet? Might be the only case where hunters *weren't* OP vs. priests...

Roll shadow and cry me a river of melted faces.
When you can shackle PC undead will be the day that the stars realign and the counter to fear immunity is brought back from the days of beta.
If you're having trouble with pets then have a tank taunt them off and keep them occupied or do what most PvPers are doing now and just kill the pet first. 6-7k hp without heals and medium armor without resiliance goes down very very fast. As NPCs hunter pets have an aggro table that can be overwritten by instagrabs like righteous defense, taunt, and mocking blow. Nothing makes a BM hunter cry more than a bubbled paladin using RD to snag their BW pet off a caster.
