Personally, I think if you come to the raid, and are PVP flagged at buff time, you need to be replaced by someone in the queue. If you're not together enough to remember that pvp = bad when raiding, I find it doubtful that you're together enough to depend on during a raid.

That's probably a bit harsh, but definitely staying outside the zone-in til it drops seems reasonable.
