I've been through the learning process of BWL and honestly, puting FR on an Ony Cloak is more useful in the long run. Because of the nature of Shadow Flame, you are either going to live through it or not. Everyone would have to give up to much in the stats department to have enough SR. So the Ony Cloak is serves better as a FR cloak for FR fights and it's equip feature during Firemaw, Ebonroc, Flamegor and Nef. Those are just my two cents. I have maybe 100 SR on my priest with just my standard Tier 1 and Tier 2 and i resist Shadow Flame about 50% of the time (that's if i'm dumb enough to be in it's path) ; )

There are no guidelines for how much shadow resistance you need.
For firemaw, you will want to be in your FIRE gear, not shadow.
However, while shadowflame is NOT partially resistable, it may be totally resisted. If you look at your Tier 1 gear, it has either Fire or Shadow resist. So for Ebonroc and Flamegor, I'll probably be wearing my [item]Lawbringer Legplates[/item] instead of my Judgement. And, from my experience and what I've confirmed in others' experiences, if you can push 150 SR then you'll be avoiding enough damage to be useful.

Ok, well to me, it seems that a +7 FR enchant on my Ony cloak would be preferable (or +15 if the mats are abundant and the officers are in a good mood!
). From what I've heard here, SR is nice, but FR is more useful overall.
I certainly am not positive about this, so if anyone else has some opinions on the matter, please voice them. But for the time being, please do not put the +10 SR on my cloak.

I see it as a balance thing. Don't gimp stats for SR. But, you can get some SR and FR at the same time. And with a hefty amount of SR on all Tier 1 sets, I think that the +10 on cloak will help.
Keep in mind that most of us are surviving Rags/Vael with the fire resist we have. The Ony scale cloak does NOT give you stats relevant to damage in any way. It DOES give you stamina, but aside from tanks, I don't see stacking FR on the Ony scale cloak as being a good way to gain stats. Will it allow you to swap an FR belt for slightly more damage? Perhaps, but the question becomes, "is that damage really worth the sacrifice later?"

Good question.
Basically Rogues and warriors will be the first classes to "need" the cloaks. During the 3 or 4th boss fight, all other classes will use Line-of-sight to stay out of the shadowflame. This is not possible for melee though.
By the time we reach Nef, all in the raid will be required to have the cloaks and we'll be handing them out more readily.
We currently have enough mats to make 30-35 cloaks...and we're trying to hit Ony at any chance we can.

I believe the reason why the Onyxia cloak is being handled with +SR enchant instead of +FR is for the SR requirement of Ebonroc. You need to be wearing the cloak and you need SR so it makes sense to just combine the two.
Here:
Shadow of Ebonroc: Puts a curse on the target that make Ebonroc heal for 25,000 HP each time he hits the cursed target (Can’t be dispelled in any way or form). It can be resisted a Shadow Resistance of at least 240 is recommend you will see a resist rate of about 70/80% of all the attempts of him putting the curse on the tank. Duration 8 sec.My sanity is not in question...
It was a confirmed casualty some time ago.
