I know, to most of you, that looks insanely silly. I know you can do it, but my question is can you do it safely, and to what degree?

Here's why I ask, A friend of mine wants to build a server box that he leaves on all day to use as a file server (For personal file backup). He wants the thing to be as cool and quiet as possible. I suggested that he just grab an older PII/PIII or something and throw it in there with just the CPU fan and call it good. But if he had one of the newer gen processors, could he underclock it (which would drive down the power used and the temp) without breaking it?
