I got 8/10. I took a Civics class back in my junior year of high school when i lived in CT. I wasn't sure about number 3 (depending on the era as Flarfignuggen said) and number 6 (I don't remember the Constitution of the top of my head :p )
8/10... I agree about the era you are talking about with Japan, there are 3 issues that could be the right answer given a specific time
and I also read senate instead of states... but to be fair, it is worded strange. the states are represented by the congress... so it should have read the senate and the house.

While the states are represented by the Senate (and the House) the requirement to amend requires state level legislature voting in addition to the national Senate and House of Reps.
When has the issue of Japan's military ever been a concern to the US other than the time between Pearl Harbor and their surrender at the end of WWII? The wording is about current priorities and there hasn't been a concern since as they aren't allowed to have one...
