    NEW YORK (CNN) -- A White House official apologized Monday after a low-flying Boeing 747 spotted above the Manhattan skyline frightened workers and residents into evacuating buildings.
    Witnesses reported seeing the plane circle over the Upper New York Bay near the Statue of Liberty.



    Witnesses reported seeing the plane circle over the Upper New York Bay near the Statue of Liberty. The aircraft was a White House plane taking part in a classified, government-sanctioned photo shoot, the Federal Aviation Administration said.

    "Last week, I approved a mission over New York. I take responsibility for that decision," said Louis Caldera, director of the White House Military Office. "While federal authorities took the proper steps to notify state and local authorities in New York and New Jersey, it's clear that the mission created confusion and disruption."

    Witnesses reported seeing the plane circle over the Upper New York Bay near the Statue of Liberty before flying up the Hudson River. It was accompanied by two F-16s.
    Wow, just wow. There is NO way this was just a thoughtless 'accident', but more likely a test of emergency readiness. If this truly was just a poorly planned photo op, the people responsible need to be fired.

      God, what a boneheaded move. 9/11 was traumatic enough for me and I live thousands of miles away. What the hell were they thinking pulling a stunt like that?

        When thinking of the worst places to do a low altitude photo shoot with a 747, New York City would be at the top of my list.

          Did they ever give the reasoning for it needing to be classified? What kind of photo op was it?

              This is one of the stupidest, thoughtless things I've seen in a LONG time...

              The only reason I can think that this would be considered 'classified' is because the plane in question is one of two commonly called Air Force One (Assuming the President is on board). The Gov may have been afraid of someone trying to take potshots at it and creating a safety threat. SO instead they created a panic... An announcement the day of, or something other then just telling the 'local authorities' should have been made.

                On a side note I read that Caldera got reamed but good by Obama.

                  you dont need a 747 to shoot some photos, and it doesnt need to be escorted by F-16s, US Airspace is safe!, there's more behind this if you ask me!


                  as mentioned before i think this was a semi-professional rehersal of what people would do if there was a another 9/11 like incident.

                    Maybe it wasn't "photos" in the sense of typical snapshot cameras. It could be the military equivalent of Google Streetview with lots of different kinds of cameras to collect from different spectra, including RF, infrared, and perhaps even some particle radiation.

                    A 747 still seems a bit big for that. Seems like something AWACS-size would be adequate.

                    Maybe they're ferrying visiting aliens from another star system on a tour, aliens who are so huge that they need a 747 to move. :p

                      If the 747 was the platform for the camera, there wouldn't have been any reason to use Airforce One for the job. The only reason they brought out Airforce One was because it was the target of the camera, not the platform. But that explanation doesn't really make any sense either, as you could have acheived the same results with photoshop in an afternoon, for far less cost and without causing a panic. So I can't figure out what the hell they were thinking when they set this up, because even the cynical explanations seem to require them to be way more incompetent than even I thought they were. I'm at a loss here.

                        it was pretty stupid, i feel bad for the air force f-16 pilot, but i didn't hear about it till this morning when i was at work. I work in Midtown next to grand central, and even that day I saw friends who work down there near the WTC site and they didn't mention it.

                        It was dumb, but if it was real, then the plane would have been shot down over the water way before hand, plus you can kind of tell in those photo's that it is a aircraft of the POTUS, but maybe that's just me.

                        It was extremely stupid on the partt, of the Obama Presidency. (just because Barack didn't "know" doesn't mean the people below him shouldn't be excused for this) DoD and the FAA. Why Mayor Bloomberg wasn't notified is beyond me.......seriously, the guy could have used his own 747 painted it and not wasted tax payer money on it.

                          the 747 was part of the photo... they were getting new stock photos of AF1 with the statue of liberty. They wanted to get the plane in a slight bank just over the torch, and the f-16's were there b/c there are always fighters escorting those planes - president on board or not.

                          I think photoshop could have done the same job with less backlash, but who am I to question the FAA.

                            For some reason I don't think this kind of photo op is rare. I just saw a random picture of a C-47 flying over the statue of liberty a few days ago. I think it's more likely that this is just a media overreaction, and then corresponding overreaction by the white house. I bet that had they used photoshopped air force one in to a picture of the statue of liberty and the media found out, you would have gotten some overreaction about fake pictures the government uses in propaganda. It's lose lose no matter what you do when the media overreacts.
