      In the Philippines it also means you're at war. Regardless I don't think it's that big of a deal. It happens and is an honest mistake. Unlike the american flag where it's kinda hard not to notice when it's upside down, it's an honest mistake when red is flying above blue for the Philippines. I honestly think that flag recognition is the least of their problems.
