Seems to help - Will update after I play a few rounds.

So I just played Fallujah west and that's probably the worst map for me FPS wise. I'd typically get the you-are-running-but-not-actually-running-because-you-are-lagging-instead-thing quite a bit but didn't really get that this time around. Managed to stay around 19fps (using renderer.drawfps 1) most of the map and only got the running-lag thing a few times.

I don't have any data to back this up, so take it for what it is - an opinion.

Stability wise Myself + 3 others I know installed it as well and they haven't had any issues yet.

No issues, but could not notice a difference other than ATI ccc loading 10 seconds faster.

This update provides performance improvements for the graphics platform. You should also install this update to support features in an upcoming release of an Internet Explorer 9 platform preview build. After you install this item, you may need to restart your computer.
Sounds like GPU support updates for Flash in Internet Explorer....
Windows has little to do with 3D graphics, aside from DirectX.

It looks like it's all DirectX support and mainly DirectX 10 at that.
