He's complaining about the Party VOIP system. This does not mean DICE is putting in Squad VOIP in game. This means they will attempt to fix the broken ineffective Teamspeak like party system they have.
That does seem more like DICE, rather than trying to implement PC in game voip. I wish they would but I'm not getting my hopes up.
They do not. Think PP2000, "keep holdin down that trigger, you'll get him eventually!" Rocketpods and LGMs can fix that output though, but it is irritating for the fighters, which in the case of the russians, is actually the same caliber weapon as the attack jet. In any case, while attack jets may eat armor alive, it only takes two or three stinger equipped engineers to wreck the effectiveness of them. They can function, but holding an attack pattern becomes far more difficult if you intend to keep the airplane flying.
