    I'll answer my own question after getting rank 10.

    Commander can hear most(all?) of your squads coms when the squad is selected in the CO menu. So if the CO has selected your squad - you can talk to him just by talking in your squad. If your not selected - it doesn't appear possible?

    To talk to a squad as commander you just select the squad and hit your normal squad voip button.

      Yup you got it.

      When playing the game in a squad the commander's name with be highlighted in GREEN when he has your squad selected, ie. when s/he CAN hear your squad comms.

      When the commander's name is highlighted with BLUE s/he CAN NOT hear your squad comms.

              Yes. Once the commander selects a squad, the commander hears everyone in the squad and everyone in the squad hears the commander.

                  So, is it possible to talk to the CO if he does not have your squad selected?

                  3) Support game play in a near-simulation environment. Where the focus of play would not be solely on doing what it takes to win, but doing so utilizing real-world combat strategy and tactics rather than leveraging exploits provided to players by the design of the game engine.

                    I believe that anyone playing as Commander should announce himself with a deep voice first, "THIS IS THE COMMANDER SPEAKING!". That way we know who is speaking and not some off hand remark. Of course, if it's Zhohar, we stop in our tracks and instantly do what he says!

                        It is a pity that commander cannot talk to all squad leads and squad leads cannot talk to commander unless they are in the same squad, probably the limitations of the sonar plugin, it will just have to be something to get used to, in the mean time people could ask for these features in the BL forums, a rhode island state tropper beating an injured cow on the side of the road would probably get more results but ya never know.

                          Yes that is what it appears to do. The game is only setup for squad channels - the commander can move around between those squads as he desires.

                          We will need to standardize some other way for getting in touch with CO. Either using a leadership TS channel to get COs attention or maybe just using the request order feature when you want to talk to CO.
