Make sure you have set your config.cfg to be writable instead of read only. There are some issues when steam can't update the config. You may also need to change a setting for it actually update. Worst case is you remove it and let a new be created.

    That is all.

I experienced this lag before I set my config.cfg to read only. And yes, I want it read only as otherwise I would have to reset (re-unset?) cl_restrict_server_commands every time I played (dumb Valve making it reset!), and thus would also have to type !bvon every time I play. However, I have learned to live with it, so even if this is the cause, I have no problems with leaving it as read only.

does autoexec execute automatically or does it need to be referenced somewhere?

Automatically... hence "auto" + "exec". It's named such so that the Windows 95 Powerusers feel comfortable in CS:S.

Where is autoexec.cfg located? I can't seem to find it. :(

you must create a new .txt file and name it autoexec.cfg and put it in the cfg folder. :) then just put whatever you want to run everytime you connect :D
