    This is my first time seeing such a thing. Would this file be considered incompatible from say a punkbuster, or a VAC point of view?

    Seeing as there is no Punkbuster planned (that I know of) for Source and VAC2 is nonexistent as of yet, no. I doubt this will cause any trouble even when VAC2 is launched, they're just simple buy and chat scripts, etc. The guys at PAF aren't amateurs and wouldn't sabotage anyone like that. I think your pretty safe in using it if you choose, I'm sure going to give it a whirl.

    Rather than using a script for a bunch of specialized commands, I've just made general binds in the past. Or, used my L337 15wpm typing skillz. But, new mods call for new gameply. I'll get it when I get CS:S working.
